I had the same problem you had, and fixed it as follows:Ģ) Type %Appdata% and click OK. Do not put KEYDB.CFG in C:\ProgramData\aacs. VLC is unable to open the MRL 'bluray:///E:/'.
On the play disc dialog box / screen, I chose Blu-ray and clicked the button to start playback. I put libaacs.dll in C:\Program Files\VideoLAN\VLC. I downloaded the 64-bit versions of the files from here. I installed the 64-bit version of VLC 3.0.14. I'm using Windows 10 21H1 Home Edition 64 bit.
